Place the ground beef, onion, and green bell pepper in the skillet. Saute until the meat is browned and vegetables are softened. Drain the excess grease.

Reduce the heat to medium, and stir in minced garlic, chili powder, ground mustard, salt, and black pepper. Saute for 1 minute.

Mix in the tomato paste and uncooked rice. Saute for 3-4 minutes.

Pour in the water, diced tomatoes, and Worcestershire sauce. Stir to combine, cover the skillet, and simmer for 20 minutes.
