In stand mixer bowl with dough hook, stir together milk, yeast, and 1 tablespoon sugar. Let proof 5 minutes until foamy. If yeast doesn't foam, start over.

Add remaining sugar, melted butter, and salt. Mix on low. Gradually add flour, mixing until combined. Increase to medium speed, mix 2 minutes until cohesive dough forms.

Knead dough on floured surface to form ball. Place in oiled bowl, cover with plastic wrap, let rise 1-2 hours until doubled.

Brush baking sheet with oil. Divide dough into 15 pieces, roll into balls. Place in pan, dust with flour, cover and let rise 1 hour until puffy.

Preheat oven to 350°F with low rack. Bake 20-25 minutes until golden brown, rotating halfway.

Mix melted butter with pinch of sea salt. Brush over hot rolls and serve warm.
