Heat the oven to 375°F. Lightly grease a 9x13 pan.

In a small bowl, mix together salt, baking soda, and flour. In a bigger bowl, beat soft butter, both sugars, and vanilla until smooth and fluffy. Add eggs one by one, making sure to blend thoroughly before adding the next. Gradually combine the dry mixture and fold in your chocolate chips.

Spread half the cookie dough evenly in the greased pan. Pop it into the oven for 8-10 minutes, then take it out.

While the dough is baking, combine the caramels and evaporated milk in a double boiler (or microwave-safe bowl). Heat until smooth, then stir in peanut butter until mixed up. Pour this over the baked cookie base.

Scoop the rest of the cookie dough by the spoonful and place it over your caramel layer.

Bake for another 15-20 minutes until the top is beautifully golden.
