In a large skillet, cook the ground beef, breaking it apart as it cooks. Once mostly cooked, add the onions and bell peppers, cooking for 5-10 minutes until softened.

Add garlic to the mixture and cook for 1-2 minutes, stirring until fragrant.

Stir in the Worcestershire sauce, beef broth, diced tomatoes, rice, Italian seasoning, salt, and black pepper. Bring to a boil.

Cover the skillet, reduce heat to simmer, and cook for approximately 20 minutes, stirring halfway through, until the rice is tender.

Stir in half of the Mozzarella and Cheddar cheese until melted and fully incorporated with the beef and rice mixture.

Sprinkle the remaining cheese over the top. Cover the skillet to allow the cheese to melt. Alternatively, use a broiler if the pan is oven-safe to speed up the process.
