In a big bowl, toss in the powdered sugar, meringue powder, and 9 Tablespoons of water.

Crank up your hand or stand mixer (use the whisk attachment) to high and whip the mix for 1.5 to 2 minutes. When you lift the whisk, the icing should drizzle smoothly within 5-10 seconds.

Too thick? Stir in one more Tablespoon of water at a time. Too thin? Beat it longer to add air, or sprinkle in extra sifted powdered sugar.

Spread the icing on cookies. A thin layer dries all the way in about 2 hours at room temp.
