Combine rice, 2 cups hot water, and Mexican cinnamon sticks in blender.

Blend mixture until rice and cinnamon sticks are roughly ground into fragrant slurry.

Add remaining 2 cups hot water to blender and blend again until well mixed.

Transfer mixture to pitcher or container with lid and refrigerate overnight or at least 8 hours, allowing flavors to meld.

Strain rice mixture through fine mesh strainer or cheesecloth into clean pitcher, discarding solids.

Gently stir in milk, vanilla extract, ground cinnamon, and sugar to taste.
