Get your oven going at 375°F and grease up a 9x13 pan.

Combine the beef, onion powder, garlic powder, and seasoning. Shape into six patties.

Sear the patties on both sides in a pan. Don't fully cook them. Put them aside.

Using the same skillet, stir 1 cup of milk into flour till smooth. Add the rest of the milk slowly, stirring often to make a gravy. Sprinkle salt and pepper in.

Place half the potato slices down in the pan, followed by half the onion slices. Lay out the patties, then layer the rest of the potatoes and onions on top.

Pour the gravy all over the layers. Cover the dish with foil. Bake for an hour. Sprinkle cheese on top and bake uncovered for 15 minutes.
