Heat oven to 350°F. Lightly spray a 9x13 dish with cooking spray that has flour, or line dish with parchment before spraying.

In one bowl, mix flour, salt, and baking powder. In a different bowl, beat butter and sugar together for 3 to 4 minutes till it looks fluffy. Add in egg, followed by vanilla and milk. Gradually include the dry mix in three parts, stirring after each add-in.

Evenly smooth the batter out into the pan you prepared earlier.

Smooth out the cream cheese by beating it. Then mix in the melted butter until it's combined. Add eggs, salt, and vanilla, blending lightly until just mixed. Powdered sugar should go in one cup at a time while beating slow until creamy. Don't go overboard on mixing.

Spread the cream cheese topping evenly over the base layer of batter.

Bake for 35-45 minutes. You're aiming for light browning on the edges, and the middle should still wobble a little. If you're not sure, check every 2 minutes, but avoid baking too long since the gooey center is the goal.

Leave cake out until fully cooled down, which takes about 3 hours.

Sprinkle a little powdered sugar on top. If you want neat pieces, warm a knife in hot water and wipe it clean between every cut.
