Boil noodles as directed, drain them well, and leave aside.

Cook the ground beef in a big skillet over medium heat till browned, then drain extra fat.

Add garlic to skillet, cooking for 1 minute. Mix in hoisin, soy sauce, ginger, pepper, broth, sugar, and red pepper if using.

Combine water with cornstarch, stir into skillet. Cook for around 2-3 minutes to thicken.

Toss the cooked pasta into the skillet, coating everything in the sauce.

Sprinkle green onions on top and serve it while still warm.
